European Policy Centre. The European Citizens' Consultations - Evaluation report

Through ,,My Europe“ events, Ministry of Foreign Affairs of the Republic of Lithuania invites the society to discuss topical issues about EU, strengthen knowledge in EU-related questions and perceive Lithuania’s membership in the EU. Within the framework of “My Europe“, the Ministry is willing to receive a feedback from citizens concerning their expectations for the future of the EU and Lithuania‘s role in it.

,,My Europe“ is a part of broader EU Citizens‘ consultations initiative which is implemented by all EU‘s member states.

Each member state will provide the national summary of the dialogues and events they held. A final report based on the summaries will be drafted by the European Commission and forwarded to the EU heads of state and government for further consideration and discussion starting from the end of 2018 at European Council.

Past events 2019

Discussion “15 years of membership in the EU – where would Lithuania be without it?”

Discussion will take place on 18th of April, 4:30 pm. In the Siauliai City Municipality Public library (Address Korsako st. 10.)

Participants will be invited to discuss the Lithuanian membership in the EU, its news and problems, the upcoming elections and many other relevant questions.

Speakers:

  • Minister of foreign affairs Linas Linkevičius,
  • Mayor of Siauliai Artūras Visockas.
  • Writer Rimantas Kmita.

The discussion will be moderated by the director Eastern Europe Studies Centre Linas Kojala.

Discussion is organized in co-operation with Siauliai City Municipality Public library.

Discussion “15 years in the European Union, according to the youth“

Discussion took place on the 24th of January, at 12:30h. Lithuanian foreign affairs ministry along with Šiauliai Stasys Šalkauskis highschool and Šiauliai information center „Europe direct“ have invited the youth of Šiauliai city to participate in informal discussion “15 years in the European Union, according to the youth“. Discussion took place in the Šiauliai Stasys Šalkauskis high school in S. Šalkauskis street 3.

Moderators: Linas Kojala, director of Eastern European study center; Goda Katkutė, the member of Europe of Youth; Džioraldas Šukys, the member of Student‘s parliament.

Discussion “Myths on European Union and Lithuania‘s membership: how to recognize it? “

Discussion took place on the 23th of January, at 14h. Lithuanian foreign affairs ministry held a discussion-seminar “Myths on European Union and Lithuania‘s membership: how to recognize it? “ . The discussion was held together with the community of Medardas Čobatas Third Age University.

During the event, the participants were introduced to a comprehensive study on most often found myths of the EU, carried out by the Policy Analysis Institute of Vilnius.The discussion and the seminar were led by the expert of the Policy Analysis Institute of Vilnius Donatas Puslys.

Consultation with teachers on EU education

On the 18th of February, consultations were held at Jurbarkas Education Center on EU education issues alongside Jurbarkas school teachers. The discussion focused on the knowledge that teachers lack while teaching about the EU. Discussions will help to find discrepancies while teaching about the EU, as well as to create an effective EU education program not only for students but also for teachers.

Consultation with teachers on EU education

On the 25th of February, a consultation was held in Alytus on EU education issues with Alytus city teachers.
The consultation focused on what knowledge teachers lack in teaching about the EU. It was also a platform to share ideas about how the European School should look like, and what measures should be taken to familiarize students with the structure and development of the EU.
The results of the consultation will help to develop an effective EU education program and teaching methods not only for students but also for teachers.

Discussion “Should Brexit matter to Lithuania?”

Discussion took place on 30th of November, at 1 pm. During the Annual conference of political scientists. The Vilnius Institute of International Relations and Political Science and the Konrad Adenauer foundation organize the conference. The event took place at the IIRP (address Vokiečių st. 10)

Discussion "What do we expect from Europe in 2019?"

Discussion took place on 23rd of November at 11:00pm at Small Hall of Vilnius University (address Universiteto St. 3, Vilnius).

Participants of the discussion were invited to get involved in the debate about the European Union and its future, to find answers to their concerns and important issues related to the future of the EU.

Consultation with teachers on EU education issues

Consultation took place on 22nd of November at 12:00 am at Gymnasium of S.Rapolionis (address Jono Pauliaus II. St. 26, Eišiškės).

The teachers of Šalčininkai district were invited to talk about EU education in schools, what challenges they face, what kind of knowledge about EU they lack.

Teachers' insights and observations will be used to updating the training about EU methods.

Presentation of Citizens' dialogues at the Seimas

Presentation took place on 22nd of November at the Lithuanian Parliament - Seimas (Adress Gedimino av. 53, Vilnius).

Minister of Foreign Affairs of the Republic of Lithuania Linas Linkevičius talked about Citizens’ dialogues events held from September 2018. The Minister introduced the thoughts, insights and expectations about EU of the citizens heard at the events.

International trade policy conference “Global Trade - What is in it for us?”

Conference took place on 20th of November at 1:00 pm at National Gallery of Art (address Konstitucijos av. 22, Vilnius).

The conference aims to establish a direct contact between the trade policymakers and society; to discuss global trade challenges and the need to safeguard open and rules-based trading system.

Public lecture „Known and Unknown European External Action Service“

Lecture took place on 19th of November at 1:00pm at the Vytautas Magnus University, Faculty of Political Science and Diplomacy, address V. Putvinskio St. 23, Kaunas.

Discussion in Kėdainiai „Lithuania in the EU: “the Importance of Membership and current challenges”

Discussion took place on 16th of November, 2 pm. At the Multicultural Center of Kėdainiai Regional Museum (Address Senosios Rinkos sq. 12).

Residents and guests of the city of Kėdainiai were invited to a discussion about the European Union, Lithuania's membership, the main challenges of the community and the myths about Europe.

Lecture took place on 12th of November, at 1:00 pm at the Vytautas Magnus University, Faculty of Political Science and Diplomacy, address V. Putvinskio St. 23, Kaunas.

Discussion „European Union: how to stay united?“

Discussion took place on 12th of November, at 4:00 pm at the Ukmerge Etnographic Museum (Adress Vilniaus St. 6, Ukmergė).

Discussion “The Future of the European Union and the role of youth in creating it”

It was a discussion in which students and other youth representatives had the opportunity to get the answers to the questions they care about European Union, to expand the knowledge about the decision - making process in EU and to learn about how each of them can participate in this process.

Discussion took place on 6th of November, at 1:30 pm at the Television studio in Tauragė (Adress Televizijos St. 5, Tauragė).

Moderator: one of the first members of the “Humoro Klubas”, humorist Paulius Ambrazevičius.

Discussion with seniors from Medardas Čobotas University of the Third Age

Discussion took place on 24th of October at 2:00 pm at Lithuanian University of Educational Sciences, Faculty of science and technology (adress Studentų St. 39).

Discussion was about EU – related issues: from institutions of the EU and desicion – making processes to Brexit, future of the EU and seniors‘ possibilities in the EU.

Discussion was organized in co-operation with Medardas Čobotas University of the Third Age.

Discussion “Unbeloved European Union“ and the identity of Lithuania: Does the European project really hinder the spread of national values? “. Discussion is a part of the event cycle „Donskiškieji pokalbiai“.

Discussion took place on 12th of October at 3:00 pm at Martynas Mažvydas National Library of Lithuania (Address Gedimino av. 51).

Participants of the discussion, inspired by Leonid Donskis' ideas, discussed about the main challenges of the European Union, membership of Lithuania in the EU, prospects and future visions. Speakers:

Public debate „Current challenges for the European Union: why does it matter to us?“ in Alytus

Discussion took place on 3rd of October, at 3:00 pm at the Small Hall of Alytus Theatre (Adress Rotušės sq. 2.)

Conference “The Fate of Europe: Integration, Sovereignty, Identity” at Mykolas Romeris University (Adress Ateities st. 20, Vilnius), 19th of September.

During intense discussions about the future of Europe and the role of Lithuania, it becomes clear that the fates of Europe and Lithuania are intertwined.

What, then, is the fate of Lithuanian national sovereignty? Does the EU unification process actually lead to its loss? Maybe it is only a more complex, but more realistic and more adapted form of globalization?

Mykolas Romeris University invited to reflect on these issues in a discussion with prominent Lithuanian philosophers, political scientists, economists, lawyers, historians and politicians.

Public debate “Europe today and tomorrow: the role of Lithuania“ in Kaunas

Discussion took place on 18th of September, at 4:30 pm at Kaunas Vytautas Magnus University Small Hall (Address K. Donelaičio St. 58, Kaunas)

The Nida forum “EUROPEAN MIGRAINE”, September 14 – 15

The Nida Forum could become a place of intense intellectual dialogue regarding the most urgent European issues. The event was planned as a two-day public and open study weekend featuring 8-10 presentations. Writers, philosophers, historians, political scientists from various European countries, naturally, including Lithuania, where invited to make the presentations. This year's topic for the Nida Forum was formulated as European Migraine, it was intended to explore the issues of European identity, bearing in mind all the recent challenges that have befallen Europe (Brexit, the stream of refugees, rising nationalism in numerous countries, and the like). From April to June 2018 the annual MFA‘s project “Back to School“ is held. During the project representatives of various institutions are involved in discussing the EU‘s topical issues and different aspects of Lithuania‘s membership in the EU with pupils and their teachers. To this day, more than 70 schools across Lithuania are visited.

On 9 June during Birštonas resort festival “The Rustling Green Birštonas” Ministry of Foreign Affairs in collaboration with discussion festival “Exactly!” and municipality of Birštonas city invited all locals and city guests to open discussion „Does citizens of Birštonas create Europe?“. At event, questions considering active citizenship, Lithuania‘s role in EU processes were discussed and examined. Saturday’s discussion was enriched by the ideas of professionals and policy experts – Member of Seimas Rūta Miliūtė, energy vice-minister Lina Sabaitienė, mayor of Birštonas Nijolė Dirginčienė, Head of Lithuanian mission at European region committee Arnoldas Abramavičius and members of various Birštonas youth organizations. The discussion between the Foreign Minister Linas Linkevičius and pupils took place on 14 May in Ministry of Foreign Affais. More than 1300 pupils from different schools had an opportunity to share their opinion about the EU and ask questions concerning Lithuania’s membership in the EU.

On the eve of the Europe Day’s concert 12 May, MFA organized four different discussions about EU at the V. Kudirka square. The following topics were discussed:

  • “Cyber security and why Facebook password should be changed regularly?”
  • “Myths and facts about EU: how not to get lost in the labyrinth of fake news?”
  • Discussion about EU’s future with pupils “What European Union young people want?”
  • “EU and national minorities – how to save cultural heritage?“

On 27 April, a public conference “Lithuania in the future Europe: values, solidarity, strategic partnership“ took place at the Seimas.
